Oregon Three Arch Rocks National Wildlife Refuge

Our work is global, but our roots are firmly planted in Oregon. Three Arch Strategies is inspired by Three Arch Rocks, located along the wild Oregon Coast.

Three Arch Rocks Wildlife Refuge is the first National Wildlife Refuge west of the Mississippi River and one of the smallest designated Wilderness Areas in the country. Small but mighty, the refuge is home to Oregon's largest seabird nesting colony and is also a pupping site for the federally protected Steller sea lions.

 Unlike our rocky namesake that are a half-mile out at sea and completely restricted to all human activities (even boats must remain 500 feet away), we are here to help you make connections.

    Josh Kardon

    A 21-year veteran of Capitol Hill, Josh now pulls double duty representing clients as a lobbyist for a prominent K Street firm in Washington, D.C. and as a public affairs strategist in Oregon. Josh brings an unmatched level of connections, experience and vision to Three Arch Strategies and our clients.

    Of the 21 years Josh spent on Capitol Hill, 17 of those were served as Chief of Staff to U.S. Senator Ron Wyden. While working with Senator Wyden, he developed a national reputation as a legislative strategist, helping move legislation in diverse issue areas including health care, technology, natural resources, taxation, energy, financial services and trade.

    Prior to working for Senator Wyden, Josh served as the energy and environmental advisor to then-Congresswoman Barbara Boxer of California, and later went on to run Rep. Boxer’s Washington, D.C. House office.

    Josh served as Chair of the 2008 Hillary Clinton for President campaign in Oregon and as a senior campaign advisor for many Oregon elected officials, including Senator Wyden and Oregon Governors John Kitzhaber and Ted Kulongoski.

    A native of Raleigh, North Carolina, Josh earned his BA and JD from the University of North Carolina.

    Lauren Rhoades Garrett

    A skilled connector, Lauren maintains close working relationships with state and local elected officials and their staff. For nearly 10 years, Lauren worked in the halls of the State Capitol as lobbyist and in-house counsel for the Oregon Health Care Association. She began her career on Capitol Hill working for U.S. Senator Ron Wyden.

    As a public affairs strategist, Lauren has been responsible for multi-year campaigns that reach every corner of the state. From managing coalitions and contract lobbyists to developing and executing communications plans, Lauren’s experience at the state and local level are pivotal in advising clients how to achieve results on the ground. During her tenure with the Oregon Health Care Association, Lauren served as a key partner in a non-traditional coalition of management, labor and senior advocates working to find common ground and drive legislative wins.

    A native Oregonian, Lauren is a graduate of Claremont McKenna College and Willamette University College of Law.
